Town of Paradise Building Department. In December 2019 the Building Department will be located in the Building Resiliency Center (“the Brick”), 6295 Skyway, Paradise. See their website for a lot of important information.
Butte County Building Department. Property that is not within the Paradise Town boundaries is permitted through the County of Butte. Requirements are similar but not identical. Their website has a lot of information to get you started. They have offices in both Oroville and at the Building Resiliency Center in Paradise (December, 2019). Residential Re-Build Guide
PG&E is putting lines underground in Paradise. Contractors should not put up a power pole – even temporary – for power. However, poles may be needed for cable and other utilities. California Manufactured Housing Compliance (CA HCD) Manufactured homes are permitted under Title 25 of California code. Housing and Community Development is the Jurisdiction Having Authority over the housing unit; the local Building Department has authority over site permitting.

Building codes change January 1, 2020. Unless you are replacing for the owner, a home lost in, a disaster, new homes must have solar PV installed. This is one of many code changes effective 1/1/2020.
